Legally insured...???
Can a person with a mexican license be added on and covered by a California Progressive insurance?

Probably not, but it depends upon what your insurance policy says. There is no law I am aware of that forbids insurance companies to cover such drivers, but my sense is that most policies will not cover them.

Call your Progressive agent and ask him or her. Each company has its own policies.
