internet disagreement

I bough two iphones from a website that had a 14 day money back policy if you were not satisfied. The guy (lives in China) told me to send him 490 euro and I did. He told me that is the price for them. A couple days later they did not arrive so I emailed him and he said they did not pass customs and I have to pay him an extra 320 u.s. dollars to get it through customs. I told him that is ridiculous because I was never informed of these fees and I would have never bought the iphones if I knew of the extra 320 u.s. dollars. He told me that the package is at the post office and he won;t do anything until I send the money. I have asked for a refund of my money and he keeps saying I have to send the 320 dollars. What can I do?
