This is not a question of international law, it is purely an issue of Israeli law. You will need to consult with an Israeli attorney.

Maybe it is an issue of the law of Israel, and maybe not. While you grandmother died in Israel, giving that country jurisdiction, if your grandmother owned property elsewhere, e.g., in the U.S., there may be in rem jurisdiction, particularly if there are issues of a fraudulent will or an absence of a will. Also, she may have drafted other wills, outside of Israel. (Your uncle's handwritten will probably doesn't count.) Another issue is whether or not you have standing as a grandchild to contest the will. If your mother has standing, then her guardian must intervene on her behalf. This is potentially a complicated case. You need to talk to a lawyer familiar with Israel.
