Legal Question in International Law in California

sealed birth certificate
my father has has tried for several years to get a copy of his birth cert. he has been told that it has been sealed ,as it was fraudulently filed. we have the original bit its not in the best shape as it was folded into 4 but all writing and seal is all legiable. We have sent letters to dept. of vital statics with no response. looking for some advice or in which direction to proceed

Before any intelligent answer can be given we must know few things:

Is it a California filing?

What's the date of birth?

Who told about the sealing?

For what purpose is the certificate sought?

In short we will need a copy of the original "bit". I pressume that you mean the original "birth" certificate.
