Our company in CA recently had an employee leave voluntarily. He was on our insurance plan. Do we need to offer him COBRA even though he ended his employment with us?

Yes. If the employee was on the company insurance policy and the policy is still in effect, you must timely contact the insurance carrier to let them know the employee quit and the insurance company must timely offer the ex-employee COBRA. COBRA is expensive and many choose not to buy it, but if you or the insurance company don't timely notify, you could get hit with penalties/money charges.
