If an employee of an american corporation directs employees of an overseas subsidiary to commit an illegal actin that country can the victim of this act sue the US employee in a US court ?

Yes, in US federal court if there are grounds for a suit.

If the employee lives in the United States, then the employee can be sued in the state where he or she lives.

If the employee does not live in the United States, then more facts are needed before the question can be answered.
