Is it legal for an employer to tell an employee that they have a month to find a job if they suspect that the employee is looking for another job?

There is nothing illegal about telling an employee to look for a job and to tell the employee that she has a month. However, unless the employee leaves of her own accord - i.e., quits - the employee may be able to claim unemployment benefits (and unless there is cause to fire the employee.) An employer's suspiscions that an employee is looking for another job is not just cause to fire the employee. Just cause to fire - which keeps the employee from obtaining unemployment benefits - includes serious violations of company policy; dishonesty, insubordination etc.
