"in the event the hospital has to reduce its staff for any reason, either temporarily or permanently, such layoff of employees is to be done by means of seniority. This means that where the competency and ability if employees is equal, accumulated length of service within the bargaining unit shall be the controlling consideration in reducing forces." Can you please clarify this last sentence? does "length of service" mean longevity, time an employee has worked at the said organization or accumulated hours worked ?

"Length of service" generally means time in the job, not hours on the job.
