If I'm an exempt employee can my company mandate that all hours worked off site or not on company grounds be tracked as vacation or pto?

I'm not sure I understand your question. Hours worked must be compensated. An employee who works off-site without permission, however, may be subject to discipline. So, if an employee has no permission to work off-site, but does so for a day, he or she must be compensated for that day, and the day cannot be deducted from vacation time. The employer, however, could be disciplined in lawful ways, such as reprimand, suspension, or even termination.
