In regards to a Fire Department, can a rank and file Supervisor investigate and administer adverse action against another rank and file member (subordinate)?

There is generally a process which is followed, usually incorporating the assistance of the Human Resource Dept. However, when it comes to imposing discipline, your union contract will control how far the Dept. can go and what your rights are to contest the recommendation for discipline. In many cases you can contest it. Discuss this with your union representative or seek the assistance of a private attorney.

Ask your union, that is what they are there for, and what you pay the big bucks in dues for.
