Legal Question in Employment Law in California

Can the owner of a company ask their non exempt finance department to also work for their child's company without pay? Childs company has its own fein, own payroll, completely separate entity that has nothing to do with the owners own company. Is there a condition that must be met for this to be allowed?

Anybody can 'ask' for anything. They can't make you work without pay anywhere. Your company could pay you to work instead at the other company.
