Legal Question in Employment Law in California

I am a remote employee working from home that lives and works in California. My employer is located in North Carolina. I started a new job in August 2014 and in 2014 my employer had a payroll error in which they set me up to withhold North Carolina Taxes instead of California taxes.

After complaining about the issue a number of times my employer changed my state withholding to California starting in January 2015. I have requested that the North Carolina taxes withheld in 2014 to be corrected to California or paid back to me. My employer has not responded to my request after contacting our human resources department a number of times. I have e-mail documentation to back all communication.

The question I have is would this be considered "Good Cause" in California to voluntarily quit my job and still receive unemployment benefits?

The fact that an employer does not satisfy the employee's request for assistance in a change in withholdings is almost certainly not "good cause." Your remedy may be simply to file for a refund from the State of North Carolina.
