Legal Question in Employment Law in California

I've always worked part-time as a student and now I'm graduating in a couple of weeks. I applied for a contract job online through two different staffing companies. The first company called me and told me to send them an updated resume, acknowledgement of their right to represent (RTR) and they will forward my resume. The second offered higher pay and forwarded my resume to the company after a simple phone call, without mention of an RTR at all. However, they gave a vague timeline of when I will hear back.

I have a lack of knowledge on staffing companies and temp jobs so I am a bit worried on how to approach this professionally/legally as well as increasing my chances in getting an offer.
