Legal Question in Landlord & Tenant Law in California

1. Does California law allows tenants in the apartment building to hang national flags, religious and/or political banners/statements off of their balconies, windows and front doors to be visible to other tenants. 2. If I don't want tenants to have these displays, do I have to have it explicitly stated in a rental agreement?
