Legal Question in Landlord & Tenant Law in California

off my electricity by flipping the garages breaker switch if i dont answer my door at 2 am while im sleeping and turn off my fan or if needed air conditioner because he thinks i dont need it..virbally abuses me..39 year oldd man in my face yelling at me a 38 year old cancer paitent so close like hes going to hit me or push me...what should i do..i cant see without my lights so i tripped over chair and bruised my entire right side of body..fyi..they dont live in garage ..
