Legal Question in Landlord & Tenant Law in California

Hi,

I am a US Marine staioned in Camp Pendleton. I live in Oceanside, Ca I have a problem with my home I am renting. We pay good money for a home and have 1 year left on a 2 year lease. Our landlord and home owner is nice but did all the work with the remodel himself. Recently we are having issues with the electricity. There are exposed outlets wires , the breakebreakers keep tripping. I got shocked this mourning and when our stove fan stoped working the owner came by and looked at the outlet. As he removed the outlet cover it started working his answer was there must be a short. I am no electrician but this house is not wired to code and he I am sure doesn't want to hire a pro to rewire the house. He also said it was unsafe because he used electrical tape and that was incorrect. It still is in the same status. Also the electrical box is outside with no labels its exposed to the elements for it has no cover on the access box. I am worried for my family as well as my dogs. My question is what can do continue to be electricuted and risk a fire killing my family

Call the building and safety and have it inspected. If it is not up to code, they will force your LL to bring it up to code.
