What does your lease agreement say? If you signed a lease knowing that there was an extra charge for parking, you may be obligated to pay that additional amount if you want a space inside the gated area. Take your lease agreement to a local landlord tenant attorney or tenant's rights organization. If you are in a rent controlled area, there may also be a local rent control board you can contact.

The department of consumer affairs website has a tenant's rights guide which includes a list of organizations that help tenants.
