Legal Question in Landlord & Tenant Law in California

My former landlord is keeping my deposit because she is citing damages that were reported but never fixed. Is there anything that I can do about it?

Wait 21 days. If the landlord does not return your deposit or send you an itemized breakdown of deductions from the deposit including receipts, estimates, invoices, etc., then she can't keep any of the deposit. You can sue her in small claims. You could also be entitled to additional damages in some circumstances.

If she already sent you the itemized list within the 21 days, and you don't agree, send her a letter explaining your position and then sue her in small claims.

The Department of Consumer Affairs has a helpful guide for landlord-tenants rights and obligations.
