I am assuming that you are a month to month tenant. Your landlord must give you at least 60 days advance notice if the rent increase is greater than 10 percent. A landlord can increase the rent to whatever amount he wants, unless the unit is covered by rent control and as long as he gives proper written notice. Highland is not rent control as far as I know. The landlord seems to have given proper notice in writing. The landlord does not have to give you a written rental agreement. If you had an agreement before, those same terms apply.

Your options are to stay and pay the increased rent, or give notice of at least 30 days that you are moving out.
