What is the MAX late fee a utility company can charge a CA renter? my bill is $30-40 a month and if you are ONE day late they throw on late fee of $10. IS this legal?

Utility charges, including rate fees, are regulated and approved by the California Public Utilities Commission before they are charged to customers. So whatever they are charging is legal.
