Legal Question in Landlord & Tenant Law in California

The owner of the apartment complex I live in recently installed storage units in the parking lot area. Anyone that wanted to use them had to pay an extra $10 along with their monthly rent. Now the owner is making that $10 charge for the storage unit mandatory, even if the storage units are not used. Is he legally allowed to charge us those extra $10 per month even if we don't want to use them.

Unless your contract in writing has some language mandating such fees per month, they are not legal under the laws of all states in this country if you do not wish to pay them.
