do I have to still pay rent while my place is under construction due to a fire

It depends on the degree to which your occupancy is disrupted. If you are entirely displaced, you owe no rent. If you are merely inconvenienced, you owe partial rent in an amount proportionate to the portion of the unit you are deprived from using. Of course if you caused the fire you are liable to the landlord for loss of rent, so its a wash.
