Is there a percentage or formula I can use to raise the rent on my apartments?

I live in Glendora, Ca.

There is no set formula unless you are in a rent controlled area. If the property is within a rent controlled area consult your local rent control board and they will tell you how much you can raise the rent each year as is the case in San Francisco.
