Legal Question in Landlord & Tenant Law in California

I recently moved in to an apartment building in the beginning of August, in to my first week of living there I noticed that the light to my closet was not working so I contacted the property manager and they sent someone to fix it. Into my 2nd week I noticed I had insect bites and I had no idea what was biting me. One day I was getting something from my closet and to my dismay I saw a bedbug. I then contacted the property management and asked them to fix the problem. They then sent a exterminator to treat the problem but the problem was not completely treated. I was then informed that my neighbor was the source of the bedbugs and management had not treated their unit. I've contacted several agencies for help and keep getting the run around. I was told that the problem would be taken care of in August 26, it is now September 14 and nothing has been done. I still continue to get bitten and have missed work several times because I'm not able to sleep at night. At this point, I would like to move out and get my moving expenses covered because of having to miss work on several occasions trying to meet with the proper agencies or management representatives to fix this infestation I am not receiving all the income I rely on for my livelihood. I'm at my wits end. Is there any legal steps I need to further take? What else can be done in my situation? Please advise, I'm in dire need of help. Thank you

I assume from your post that you already went to the health department. If not, start there. Talk to your landlord about letting you out of your lease early. If he refuses, you could probably move out anyway but would risk being sued by your landlord. Contact a landlord tenant attorney in your area.
