I rented a house in Sacramento, CA with an opportunity to purchase it after 12 months, 7 months later a knock at my door presented me with an eviction notice as the property had been sold. The new owners offered me $2K in addition to my $1100 security deposit if I moved out within 7 days. I moved out in 7 days, the house was spotless and they paid the $2K right away. Now they are telling me that in order to receive the refund of my security deposit I must complete a W-9 form. I understood that this was used for reporting 'earnings' to the IRS. Why would I need to furnish my tax id number to receive a refund of a security deposit?

There is no reason to need a W-9 for a deposit refund. There is, however, a reason to need one for the $2,000 payment. So my guess is they are holding the deposit for the W-9 because they should have gotten it before.
