Legal Question in Landlord & Tenant Law in California

I am currently renting a house with a pool house that is converted from a detached garage. We recently found water seeping through one of the walls. On the inside of the wall there is the bathroom, specifically the shower. A plumber was called out and he says that it is the way the shower was put in and it all needs to be replaced.

The real reason I am asking for help is this.... When we looked inside the access hole the plumber made through the stucco we found what we think is black mold in the dry wall, insulation, and frame of the wall. Should I contact the county buildings inspector and get it labeled uninhabitable?

Should we contact a lawyer?

We are renting through a leasing agency.

A great start would be to find out from the local housing authority whether or not the garage conversion was even authorized.
