Legal Question in Landlord & Tenant Law in California

Can a tenant not pay rent becuase land lord wont fix the AC and other electrical problems in a reasonable time period? Or in what circumstances can a tenant withhold rent?

Its been five months since the management company said that they were going to fix my AC unit and they keep giving me the round around. I have had an electrical shortage since I moved in 8 months ago, and they have yet to find the source of the problem. Theres been sparks coming out of my outlets, my lights go off and no breakers pop out to see where the problem lies .the power comes back sometimes a couple of days later or it could be right away. What can I do with this problem?

Contact the local health department. The landlord may not be obligated to provide you with AC, but is obligated to provide a working electrical system that is safe. The health department will send someone out to inspect and get the landlord to fix it. You may want to contact a local landlord tenant attorney as well.
