Legal Question in Landlord & Tenant Law in California

My tenant doesn't provide forwarding address. Initially, he ask me to gave it to his agent. I provide a check 17 days later. Then he disagree with the itemized, and told his agent to give the check back. Is there set of time where he would forfeit the security deposit if he doesn't claim it, in California?

You will know soon enough both his address and the deadline if you are sued in small claims court for the return of the security deposit. You should respond to the dispute of the itemization and re-tender the security deposit, to establish a paper trail to protect you.
