Time limit on collection of building permit fees, that were owed by the Tennant and the city is asking the landlord to pay. 6 years later and never notified.

No time limit as the fees will become a lien on the land. Best to negotiate a agreement for payment with building department who handles permits. As the landlord, you are responsible for all known and unknown action occurring on the property. Best to conduct annual inspection to determine if all smoke and carbon monoxide detectors are working, as your insurance carrier may require that information someday. That way you will know everything that is going on in your property, you must give written notice to tenant when you will be conducting inspection of the property.
