Legal Question in Legal Ethics in California

would it be considered a conflict of interest if a judge in the prop 36/drug court who was the one that solely made the decisions on which out of many rehabs clients were to go, was to vest in one of the rehabs, and start eating lunch at the facilities, making friends with the owners and spending a lot of time with them both on and off the clock?
