If i let my pharmacy license expire before being accused, can the state board still file an accusation

The answer is yes.

Read Business and Professions Code �4300.1.

In summary, an expiration, cancellation, forfeiture or suspension of your license, or retiring or surrendering your license voluntarily does not deprive the Board of Pharmacy from investigating or proceeding with disciplinary actions against any licensee.
