Legal Question in Personal Injury in California

I own a 4-unit apartment building. The police raided one of the units because they suspected the 55 year-old tenants were in possession of stolen property. However, the police found no stolen property or contraband. During the raid, the police broke in a clearly unlocked bedroom door, doing several hundred dollars damage. The city has refused my claim for reimbursement under the principle of Discretionary Acts. It is my contention that a reasonable person should have realized that the door had no lock, or at least tried the knob before breaking it in. Would you advise a client in my position to pursue the case?
