Is an offer (by an insurance company) of monetary damages for medical bills due to a traffic accident, an admission of liability when the injury is in question?

It is not an admission of liability, and will not be construed as that by any court.

No. If the law worked that way insurers (and other defendants) would have a very strong incentive not to make settlement offers.
