Hi,

Could anyone tell me if LAPD is state government agency or not? How do i verify if the law enforcement agency is a state government agency or not?

Yes, it is, and any claim against them MUST be filed WITHIN SIX MONTHS

Just to clarify the six month rule doesn't just apply to the California State government, it applies to local government agencies as well, including the LAPD and your local School District.
