This such a sad situation for you and your children. As the other responses suggest, the right to recovery (and such a loss would be significant) must be determined by details/facts of how tragic incident occurred. Was your husband a passenger? The law requires the highest duty of care for common carriers of passengers and a light rail is a common carrier. If the light rail driver/operator violated any rules or procedures this would certainly create liability. Without knowing your husband's status (meaning whether he was on the train) makes it difficult to say what duty was owed to him.
