Legal Question in Real Estate Law in California

On the 2nd of January I give my 30 day notice and had moved out right then I still had 8 months remaining. Due to the fact I broke my ankle and had surgery and I cant make it up the stairs and cant work for 4 months and cant afford the rent. I left the place clean. after only 2 weeks they have rented the apartment and a new tenant is all ready in. In the mean time they sent me a bill for the 30 days of rent and increased the rent and charged me for paint, carpet cleaning, cleaning of the apt, re-glazing the bathroom and kitchen and utility bills. Which utilities I pay separate. and keeping my deposit and still sending me a bill of $1852. Can they do this since they all rented the apartment? I sent them my medical information and everything also.

Well, they can do some of this, but in the overall, it sounds like the apartment management is over-reaching a little. First, however, your broken ankle and resulting disability does NOT give you the right to "break" your lease as well. You are probably entitled to an inspection and written report, and refund of your deposit less cost of damage and unpaid rent, and while the landlord is entitled to a fair compensation, some of what you're being billed for seems like over-reaching and double-dipping. Try to negotiate with them, and/or seek out a tenant-advocacy group near you for counseling on the specific charges.
