Legal Question in Real Estate Law in California

I am attempting to serve my Landlord with a Small Claims Complaint; however, she will not respond to my emails/calls. Consequently, I can't find her address and serve her. Can I serve her property management group (agent), on her behalf, asking them to fwd to her? I did not name the Agent in the Complaint, just the Landlord.

No, you'll need to serve the defendant herself.

There are multiple ways of service. That is the business address for the landlord so you should be able to do sub service after attempts. See this article: http://evictionresidential.cc-courthelp.org/index.cfm?fuseaction=Page.ViewPage&pageId=1580
