In California, if a landlord charged a Common Area Maintenance (CAM) that was lower than it should be for many years, can a new landlord charge the higher CAM?

It depends on the terms of your lease, but unless you have a very unusual lease, the answer is "yes." In fact in many commercial leases, the landlord can go back and charge the un-charged balance as well.
