In California, how long of a notice must a landlord give for an eviction with no cause? Also, are there any penalties to the landlord or relocation funds to be provided to the tenant if insufficient notice is given?

It depends on where you are. In the 94618 zip code you would be under Oakland's rent control ordinance which prohibits no-cause evictions entirely, unless you are in one of the few houses up on Maxwelton, Echo or Abbott that are in the City of Piedmont. If you ARE within the Piedmont city borders, then the general law of California applies. That requires 30-days notice if the tenant has occupied the property for less than a year, and 60-days notice if more than a year. There is no penalty for insufficient notice, because the tenant simply has the right to stay until the time is up.
