Legal Question in Real Estate Law in California

I co-own an apartment complex (4 apartments). I own 2 of the apartments. The renters from the other owner both use washing machines will mines do not. The other owner does not want to charge their renters for the use of the washing machine will I am paying for half of the water bill! I am extremely upset about this situation and want to know what can I legally do. Thank you for any advice.

Sounds like separate water meters are needed.
