Legal Question in Real Estate Law in California

Could a developer make his own improvements to a HOA road,without permission of the HOA and then demand portion payment from all the HOA group members ,and if no payment is received , place individual property liens on each property owner?

I do not know what you mean by "developer". Of other properties? You have no right to do improvements on land you do not own. Not only would you not be entitled to reimbursement, you would likely be sued by the HOA. You would have to talk to a criminal lawyer, but such an action may also be criminal.
