Legal Question in Real Estate Law in California

have finalized building permit, passed all inspections

two years later, upon complaint from neighbor, code office states my garage wall is too high, even though

1- permit card that addresses this inspection was approved at time of building

2- final permit was finalized and approved by the city

A building permit is approval for a public entity to inspect. It does not mean that the structure was built to code or correctly. The issue right now is whether or not the wall conforms to the codes and standards.
