Can a HOA board change rules the without a vote for the community ?

Amendments to the CC&Rs;and Bylaws will require a vote of the membership. The board of directors of an HOA will often have either express or implied to adopt reasonable rules and regulations that do not conflict with the CC&Rs;and Bylaws. Let's say that the board wanted to cut down the pool hours to cut down on costs. That type of rule change would not require a community vote.
