I didn't find any statute of statewide application. Possibly there is some municipal ordinance in your town (Sacramento?) that would apply. You might also consider taking action under the private nuisance statutes (Civil Code sections 3501 et seq.), but in neghibor-to-neighbor matters of this kind I think people are generally better off handling their disputes by friendly negotiations which might result in a compromise between the neighbor's need for security and your need for a good night's sleep.
