In Santa Clara county the courts move civil cases along fairly quickly. However, there may be several reasons that the case is not moving more quickly. You should talk with your attorney as to the reason your case is moving more slowly. Often a delay is to allow one or both sides to be better prepared for trial. The courts will often accomodate requests to continue the matter to complete discovery.

Of the 4% of of civil cases that actually go to trial, most of those take at least 12-18 months before a trial occurs. Trial court funding varies widely from county to county and that is often a factor that impacts trial dates. If you don't have enough judges and courtrooms, it can be hard to get a trial date. The longer the trial will taek and the more complex the case, the harder it is to get a trial date.

In Riverside County, they have a huge shortage of judges. San Diego County seems to be adequately staffed with judges. I don't know much about your county, but it is entirely plausible that your attorney is being truthful.

You can always get a second opinion from a local attorney.
