Are under-road culverts, hidden by vegetation, disclosable during escrow if they create a swamp on the land during the rainy/snow melt season?

Flooding is part of the mandatory disclosures. The specific cause of the flooding is not necessarily required to be disclosed as long as the buyer is put on notice of the problem and given opportunity to investigate before closing.
