Can I withhold rent in response to lack of heat.

Only if the heating fails to meet the specific requirements of the law, which I believe but am not sure, requires the system to maintain a minimum of 65 degrees 5 feet off the floor or something like that. Also, you must first give notice to the landlord and they must fail to correct the problem.
