Can an older minor be arrested for statutory rape of a 4 year old?

Yes.

The minor's family needs to immediately hire a criminal defense attorney if law enforcement or anyone makes contact to 'interview'. As of right now, exercise the 5th Amendment right to say Nothing, and do NOT talk to police or anyone else about the case except with and through an attorney. I agree completely with Mr. Nelson. I would add that there are much MUCH more serious charges than just statutory rape that can be brought against anyone who has ANY sexual contact with a 4 year-old. This is EXTREMELY serious. Depending on the age of the other minor, they could be locked up in jail or a psych facility for a VERY long time. The minor needs a lawyer and a psychologist IMMEDIATELY.
