If I (a woman) am dating my manager (man), can he legally give me preferential treatment at work?

Not without risking the company being sued by other employees for sexual discrimination. You both may be violating company non-fraternization polices that could get you fired. Romance in the workplace is dangerous for all involved, and should not occur in the line of authority. One of you should be moved out of that line for the safety of the company.

Mr. Nelson is correct. Even if he does NOT give you preferential treatment, the company is likely to be sued if any employee under him thinks they are being treated unfairly because of you. If he actually DOES give you preferential treatment, any employee under him could sue.
