Legal Question in Social Security Law in California

Driver's License vs. SSN's(How to get)

Born in U.S. and lived in Mexico an 19 yr. old friend is posed with the problem of needing ID to get a SSN, but can't get a DMV based ID because of no SSN. All he has is a birth certificate and a college ID. This person don't know his father and his mother left him to be raised by her sister. How does this play out??

Tell him to contact the Social Security Administration ssa.gov and apply for a card. He will need to show his US birth certificate.
